Norway’s Ministry of Culture and Equality has proposed allowing Norsk Tipping to offer online poker under exclusive rights.
Currently, no operator can legally provide online poker in Norway. Under the proposal, Norsk Tipping would be permitted to offer both tournament poker and cash games.
The consultation was published on September 29, 2026, and will remain open until November 29, 2026.
The proposed rules include a maximum loss limit of NOK5,000 per day and NOK10,000 per month. Players under the age of 20 would face a lower monthly limit of NOK2,000.
Players would also be restricted to a maximum of four poker tables at the same time.
The proposal follows continued use of foreign poker platforms by Norwegian players. A 2022 University of Bergen survey found that almost 90,000 people in Norway played online poker with foreign operators each year.
The Ministry of Culture and Equality is also seeking views on whether marketing for online poker should be prohibited.
If introduced, the proposal would bring online poker into Norway’s existing gambling model through Norsk Tipping rather than opening the market to multiple operators.
